If you mean to host your own TT server then you just rent some VDS/VPS or a dedicated server, download the right teamtalk5 package for your OS, unpack it and run tt5srv binary along with --help option to see what you can do with it.
After that you follow the instructions and your mind and create a server.
After that you go to systemd folder inside the downloaded package, find the tt5server service file, change paths, users and groups, change parameters if needed, copy it with root privileges to /etc/systemd/system/tt5server.service, type sudo systemctl daemon-reload and then sudo systemctl enable --now tt5server.
Thats it.

this is only a weak theory unfortunately, to host a server on your computer, one needs to get a static IP address and set a DNS then portforwarding stuff

hosting on computer makes no sence. you're attackable, your pc need to be stayed on if people wanna hang out on team talk, etc etc etc.

There's a TT utility Dug Lee makes that lets you manage them pretty easily. Just get a VPS or something from Linode or upcloud or whatever and log in and install the thing.
