Good hello.

I am looking for a converter that takes a .wav file and squashes it into an LPC format acceptable for TMS5220 speach. If possible, it would be nice if the thing you recommend is precompiled to support windows 8 or later. Thank you for your attention.

there's qbox pro but it isn't for win64, it used to be 16bit

Yeah. I found it, but I'm not really a fan of having to set up and initialize a vm just to do a few convertions.
